Housing policy

If people didn’t want to travel the roads would be empty. If Romanians stopped ruining  lovely places with jerry built executive villas and lived in the centre maybe there would be less traffic but no-one wants to live in a (Communist) block. Why can’t the tower blocks be rebuilt instead of painted?  If people can afford to build new residential blocks at speculative prices why can’t cooperatives rebuild existing blocks? Cooperative building societies do a wonderful job in Turkey the former colonial power.
