When Lord Salisbury was Prime Minister. 

(Looking back, he seems better than any of his successors. He said, "Whatever happens will be for the worse, and therefore it is in our interest that as little should happen as possible.")

  2. 'If you believe the doctors, nothing is wholesome; if you believe the theologians, nothing is innocent; if you believe the military, nothing is safe.' Actually theologians now think things innocent that were grave sins and vice versa, but true about soldiers and doctors, especially soldiers.
