Russia and the USA have attacked numerous countries illegally. The USA is threatening Iran at the moment.

"In the last 100 years, Russia has attacked at least 19 countries, some as many as three or four times. None of those countries has ever attacked Russia." Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy.

Since 1945 the USA has bombed or invaded 29 countries, none of which had ever attacked the USA.
